The NCA was born out of a United Nations-recognized need for independent consumer organizations to be established in UN Member States (UN Resolution 39/248 of 1985) and Protocol Eight (8) of the revised CARICOM Treaty, which deals with Competition Policy, Dumping, Subsidies and Consumer Protection. Both documents call on Member States to implement appropriate measures to protect consumer interests and welfare. One of the measures Member States are called upon to implement is: “To encourage the development of independent Consumer Organizations to provide advocacy and representation to consumers”. Thus the NCA was launched in March 2002.
